We would like to inform you that, pursuant to Decree No. PF-174 of the President of the Republic of Uzbekistan dated 27 August 2026, changes have been introduced to the procedure for conducting foreign trade operations.

Business entities may now export and import goods, works, and services on the basis of an invoice without concluding a foreign trade contract, as well as make settlements with foreign partners through commercial banks on the basis of invoices.

In particular:

  • Importers may make payments under invoices on a prepayment basis; 

  • Exporters may, on the basis of an invoice, deliver goods, perform works, or provide services before receiving payment. 

These changes are intended to simplify the procedures for documenting and conducting foreign trade operations.
